Active steps must in some way be taken by
Government itself to formulate a more
precise policy covering the whole field of
social endeavour, and having done so, to
secure the cooperation of interested bodies
and individuals in its whole hearted and
vigorous implementation.
In the absence of such a policy and of
measures and means to make it effective,
the British Administration in Hong Kong
must clearly be exposed to serious criticism
not only in this country and in Hong kong
itself, but also in international circles.
Finally I do not overrate the very
considerable expenditure which the adoption
of a more progressive policy in the several
matters referred to above must involve, and
the heavy financial burdens both existing
and prospective which the Government of
being

should be imposed not only to enable such
a policy to be carried out, but also to
awaken the public conscience in Hong Kong
and that
to its responsibilities, such action should
be taken without further delay.
11. I accordingly request you to give these
matters your earnest and prompt consideration
in consultation with your advisers, and to
submit to me, as soon as conveniently possible,
your recommendations as to what steps should be
taken to give effect to the proposals which
I have made.
